Maintain Your CENIC Telecommunications Discount Through CTF Recertification
The California Teleconnect Fund (CTF) program, administered by the California Public Utilities Commission (CPUC), provides eligible California community colleges with a 50% discount on qualifying advanced communications services, including Internet access and broadband services. These discounts help the California Community Colleges Chancellor’s Office fund high-capacity connectivity across the system, enabling 2×10 Gbps connections for college sites and 2×1 Gbps connections for center sites without significant increases in statewide funding. Maintaining CTF eligibility is essential to sustaining these connectivity levels and ensuring the Chancellor’s Office can continue covering 100% of these costs for colleges statewide.
Community colleges and district offices with CENIC-managed circuits are encouraged to verify their recertification deadline and confirm that the email address associated with their eCAP account is current so they receive timely reminders from the CPUC. Because recertification can only be completed during the three months preceding your assigned Eligibility End Date, colleges should verify their recertification date now and be prepared to complete the process when their eligibility window opens.
What Colleges Need to Do
- Log in to the eCAP Participant Portal.
- View the CTF Participant Report to locate your college’s assigned Eligibility End Date.
- Complete the Recertification Application through your existing eCAP account.
- After receiving CPUC approval, submit your CTF approval letter to CENIC to ensure your discount continues without interruption.
Important: Recertification is only available during the three months before your Eligibility End Date. Applications submitted earlier cannot be processed. Failure to recertify before your eligibility expires will result in the loss of CTF eligibility and your telecommunications discount until eligibility is re-established.
