Announcing New Leadership for the Digital Innovation and Infrastructure Division & Workforce and Research Division

We are excited to announce two key leadership appointments within the California Community Colleges Chancellor’s Office.

Ernest Shih – Vice Chancellor of Information Security and Technology

Ernest Shih, who has over 15 years of experience in state government, has been appointed as the new Vice Chancellor of Information Security and Technology. He brings a wealth of expertise in government regulations, enterprise architecture, and information security. His forward-thinking approach and ability to implement emerging technologies make him an invaluable asset as we continue to safeguard digital assets and drive innovation. Additionally, Ernest is an adjunct professor for more than 20 years, having inspired countless students across our community college districts.

Erik Cooper, Ed.D. – Vice Chancellor of Workforce and Research

Erik Cooper, Ed.D., has been appointed as the new Vice Chancellor of Workforce and Research. In this role, Erik supports both the IDEA Office and the Workforce and Economic Development unit within the ESLEI Office, driving alignment with federal reporting requirements and advancing workforce-related initiatives. Erik has been instrumental in developing the Chancellor’s Office’s Labor Market Information ecosystem, supporting Vision 2030 demonstration programs, and improving the measurement of noncredit/contract education in the system’s MIS data.

Erik joined the Chancellor’s Office in 2022 as the Associate Vice Chancellor for Data Visualization and Research, where he led the development and implementation of key systemwide research projects. His leadership has been pivotal in advancing data transparency and equity across the system.

Prior to his time with the Chancellor’s Office, Erik spent more than a decade in the California Community Colleges system, including his work at Sierra College as Dean of Planning, Research, and Resource Development. His extensive leadership experience also includes service on the RP Group’s board of directors and contributions to state-level initiatives such as AB 705 implementation.

This division is committed to driving workforce development initiatives and aligning research efforts across the system. Erik will lead efforts to improve data-driven decision-making and expand workforce-related outcomes to meet the needs of California’s evolving labor market.
